Of course, if you do buy a domain name, your website won't actually be free. At the same time, it doesn't cost a lot to register a domain name and if you plan to create a commercial site, it is definitely recommended to buy a domain name rather than using free sites. If you're building a personal site, you won't need to buy a domain name and you'll also be able to have some control over your domain name, although it will usually include the host name as well, such as "mywebsite.wordpress.com" for Wordpress sites.

Are You OK With Advertising On Your Site?

There are also web hosting services which offer free websites to users who are willing to host advertisements on their website; instead of paying the web hosting company directly, you're really paying them in the form of advertising revenue. Whether or not your site is commercial in nature, you may or may not feel comfortable with the prospect of your site having advertisements alongside of your content, but if you don't mind having it there, it can be one way to have a personal site free of charge. Since it doesn't look terribly professional, it's generally not considered to be a good choice for a business oriented site, however.

While free sites may not be the best choice for everyone who wants to build a site, they are ideal if you just want to create a small personal site and don't require a great deal of bandwidth, storage space or other resources from the hosting company which provides the free site. If you want to start an online business or host a large amount of resource intensive content like audio or video files, however, you may want to look into commercial hosting instead.
